The sputter of whirling blades was the soundtrack for the days following the 1986 flood for Chuck Smith, now spokesman for Sutter County, who was then a reporter at the Appeal-Democrat. Smith worked through the night on Feb. 20 after the flood waters burst through the levee into Linda. …
“The stories are part of the legacy of life in a floodplain, where the strength of structures — the levees, dams, bypasses and weirs — bends the natural flow of water to people’s unnatural whims. Every so often, that strength fails. Those events will be the highlight of Thursday’s Flood Retrospective, organized by Smith, that will give residents a chance to look back at the floods that have affected the community, while learning about the steps being taken to curb the flood threat.”
