Located just north of Fresno, the Friant Dam helps deliver water
as it runs toward the Merced River. Built in the late 1930s, its
waters helped transform the Central Valley into an agricultural
powerhouse.
As part of the federal Central Valley Project, the dam captures
the upper San Joaquin River’s flow and diverts the water into
canals. The dam also releases water to manage floods and meet the
water needs of those downstream who have riparian rights to the
water. Friant Dam has been controversial due to its environmental
impacts.
This tour traveled along the San Joaquin River to learn firsthand
about one of the nation’s largest and most expensive river
restoration projects.

This tour ventured through California’s Central Valley, known as the nation’s breadbasket thanks to an imported supply of surface water and local groundwater. Covering about 20,000 square miles through the heart of the state, the valley provides 25 percent of the nation’s food, including 40 percent of all fruits, nuts and vegetables consumed throughout the country.

During our three-day Central Valley Tour April
3-5, you will meet farmers who will explain how they prepare
the fields, irrigate their crops and harvest the produce that
helps feed the nation and beyond. We also will drive through
hundreds of miles of farmland and visit the rivers, dams,
reservoirs and groundwater wells that provide the water.
The whims of political fate decided
in 2018 that state bond money would not be forthcoming to help
repair the subsidence-damaged parts of Friant-Kern Canal, the
152-mile conduit that conveys water from the San Joaquin River to
farms that fuel a multibillion-dollar agricultural economy along
the east side of the fertile San Joaquin Valley.

Tour, March 14-16, offers a broad view of water issues
in the San Joaquin Valley. In addition to the farms, orchards,
critical habitat for threatened bird populations, flood bypasses
and a national wildlife refuge, we visit some of California’s
major water infrastructure projects.

to be built above and below ground.

Project (CVP), the 152-mile Friant-Kern Canal in
California’s San Joaquin
Valley plays a critical role in delivering water to 1 million
acres of farmland and 250,000 people from the Fresno area south
to Bakersfield.
The Friant-Kern Canal was designed as a gravity-fed facility and
does not rely on pumps to move water. It is part of the CVP’s
Friant Division Project that stores water from the
San Joaquin River in Millerton Lake behind Friant Dam, 10 miles northeast of
Fresno. The Madera Canal takes some of that water north to
Chowchilla.

San Joaquin River’s flow in Millerton Lake. The 319-foot high
concrete gravity dam diverts water into the 152-mile
Friant-Kern Canal,
which delivers water south to Bakersfield, and the Madera Canal,
which runs 36 miles to the north.
The San Joaquin River provides the water that enables farms up
and down the San Joaquin Valley’s eastern side to produce a
substantial agricultural bounty. For more than 50 years, the
majority of the river has been halted at Friant Dam and diverted
north and south for use by farms and homes throughout parts of
five counties, in the process making that part of the valley the
most productive agricultural region in the world.
