Camille Calimlim Touton, who has been serving as deputy commissioner of the Bureau of Reclamation, was nominated by the Biden administration Friday as Reclamation Commissioner. If confirmed by the Senate, she would become the second woman and the first Filipino-American to head the agency, which provides water and power across the West, including in the Colorado River Basin and California’s Central Valley.
