A plan by Upland Mayor Bill Velto to appoint himself and a local developer to the San Antonio Water Co. board of directors was halted Monday night, Feb. 8, after City Council members raised concerns over conflicts of interest and transparency. Velto nominated himself along with Dan Richards, co-managing partner of the Colonies Partners, developer of a 440-acre master planned commercial and residential community in Upland known as Colonies Crossroads.
