Environmental Science Associates
Leslie Moulton-Post is president and chief executive officer of Environmental Science Associates (ESA). She has more than 35 years of experience in environmental consulting focused on water management projects and programs.
Previously, she was ESA’s California Water Practice leader, working on water, wastewater and recycled projects across the state. Her experience includes comprehensive environmental review and compliance for major storage reservoir projects, including Los Vaqueros Reservoir Expansion, Calaveras Dam Replacement Project, Lower Crystal Springs Dam Project, and California Department of Water Resources’ Lake Perris Dam Retrofit.
She also has worked on municipal water supply and wastewater system master plans, new and expanded water supply projects, regional groundwater conjunctive use programs, recycled water projects and a broad range of infrastructure projects (new intakes, treatment plants, and major transmission pipelines).
She has supported three major water supply projects through the State Water Resource Control Board’s water rights process, including expert testimony before the board, and assisted with state and regional level water resources management planning including the State Flood Management Plan and Bay Area Integrated Regional Water Management Plan 2015 Update.
She earned a bachelor’s degree in human biology with an emphasis in environmental planning and marine/estuarine science from Stanford University.
She joined the Water Education Foundation’s Board of Directors in 2020.
