Rebecca Smith is a partner at Downey Brand specializing in water law, a practice that includes work on groundwater management and the state’s 2014 Sustainable Groundwater Management Act, as well as the firm’s Food and Ag practice. 

She earned a bachelor’s degree in English and political science from the University of California, Davis, and a law degree from the University of Notre Dame Law School. 

She joined the Water Education Foundation board in 2019, following her participation in the Foundation’s 2018 Water Leaders class.
