Richard Aragon is the Chief Financial Officer/Treasurer for Rainbow Municipal Water District in Southern California, where he oversees the District’’s accounting, finance and purchasing/contracting departments.

He previously served as director of finance for Coachella Valley Water District; senior adviser to the Regulatory Commission of Alaska, and assistant general manager-chief financial officer for Rancho California Water District in Temecula.

Aragon graduated in 2008 with a bachelor’s degree in accounting from California Baptist University in Riverside.

He rejoined the Water Education Foundation’s Board of Directors in 2023. He previously served on the board from 2018 to 2021 and participated in the Foundation’s 2017 Water Leaders class.
